Collecting of stamp papers falls under the category of Fiscals in Philately.

Items which fall under the class of Fiscal is a document or cancellation which is involved in collection of tax or payment of stamp duty to government and not used for postage

Issued by Princely State of Travancore. This is non Juducial stamp paper used to register documents in sub registrar office.

There is motif portion of the stamp papers which indicates value, mentions the name of the authority and some designs usually about 25-40% on the front side of the stamp paper. Rest of the portion is blank for writing the matter.

This stamp paper can be used for
1) Travancore State
2) Building / Architecture
3) Temple / Hinduism (Padmanabha Swamy Temple is depicted)
4) Kings
5) Elephant
6) Conch Shells
7) Coconut trees
8) Flowers
9) Leaves
10) Lamp
11) Man made Lakes (see the temple portion of picture)

Some stamp papers have water mark also and even those can be used in thematic exhbitis.
